While I will provide you with some resources for free resume builder software and services, I'll first give you a little piece of advice.
These types of programs are not going to give you the professional looking results that you need to get the interview or job you're after.
First, it will be quite obvious that your resumes are created by a piece of software. And this will be count as a negative mark with your future employer. If you can't take the time and effort to write your own or have it professionaly done, the employer probably won't take the time and effort to even give you an interview.
Second and going right along with the first, there will be nothing unique about your resume. A free resume builder is going to spit out cookie cutter templates that look just like every body else. And I know that for my own company, I'm looking for employees that stand out from the crowd and have something unique to offer.
On the other hand, if you're looking to post a resume to a specific university, college, or occupation, you can do an internet search in quotes like this - "free resume builder" + name of university or occupation - which will bring up results for companies and universities that provide these creators for their own purposes. In which case they are expecting all of the resumes to look the same.
You can also do a search for "resume Hosting" + specific occupation or university. This search will generally bring results that will allow you to create and post your resume to their own site but require payment for other services.

There are a lot of services out there that claim to be free creators but are actually set up to just try and sell you something. Once your resume is created, you'll have to pay to copy, download, or submit. The following links are the few that I found that you can keep and use.

This online form from Executive Register allows you to build a resume for accounting and finance positions and have it emailed to yourself. You can then copy and use it as you choose. Since the generated form is in editable format, you can change most elements to fit your needs.

Easy Resume Creator Pro Software
This is one of the only pieces of software that I found that seems worthwhile. It comes with a free trial download so you can check it out before you buy it. It creates resumes in MS Word, HTML, ASCII and HR-XML, and will deliver those to the prospective employer via mail, along with the cover letters. It also has a job search function that is a true time saver.
